Idaho Law Review
The Idaho Law Review has been the scholarly voice of the University of Idaho College of Law and a valuable resource for judges, practitioners and scholars around the country for more than 40 years. The Review generally publishes three editions each year: a Fall Edition, a Spring Edition and a Symposium Edition. Editions of the Review are available online without a subscription through the Digital Commons platform and through Hein Online, Westlaw and LexisNexis with a paid subscription.
In addition to publishing articles, the Review also hosts an annual symposium on a timely legal topic each year. This symposium brings together legal scholars and practitioners for a day of presentations and discussion.

2026 Idaho Law Review Symposium
Justice For All: Systemic Transformation of Public Defense

Boise, Idaho
This year’s annual symposium invites you to engage in critical scholarship and dialogue on the nationwide movement toward public defense reform.
Idaho, like many states, has faced systemic challenges — including resource disparities, lawyer scarcity and untenable caseloads. In response, the state has recently implemented a major reform by transitioning to a statewide indigent defense system. This symposium evaluates where these changes fit within the national landscape and what the future of constitutional advocacy looks like in the West.
Keynote address
Professor Eve Primus University of Michigan Law School, a leading national voice on the Sixth Amendment and criminal procedure, will close the day by framing the essential elements of systemic reform.
Attendance and reception
The symposium will be held in person in Boise and will be livestreamed for remote attendees. Following the final panel, all attendees are invited to a reception to network and mingle with our panelists.

Panel I: Defining Zealous Advocacy
Moderated by Nicole Owens (Federal Defenders of Idaho)
This panel examines the core ethical duty of the public defender. Featuring Director Malia Brink (SMU), Professor Brooks Holland (Gonzaga) and Professor Erin Severe (Lewis & Clark), this session explores how practitioners can maintain high-standard representation in systems under extreme resource and caseload pressures.
Panel II: Navigating Rural Advocacy and Lawyer Scarcity
Moderated by Professor Jessica Millward (University of Idaho)
Rural communities face unique "justice gaps" that require innovative solutions. This multi-disciplinary panel — featuring Professor Daniel Ellman, Professor Athena Kheibari (Wayne State), Professor Jessica Moeller (Charleston) and Professor Irene Joe (UC Davis) — discusses the intersection of law, social work and geography in providing defense to isolated populations.
Panel III: Idaho's Transition to a Statement System
Moderated by Professor Katie Ball (University of Idaho)
A "State of the Union" for Idaho’s legal landscape. Featuring Eric Fredickson (State Public Defenders), Ritchie Eppink (Wrest Collective) and Judge Molly Huskey (Idaho Court of Appeals), this session illuminates how far Idaho has come in its shift from county-based to statewide defense and how much work remains to be done.
